DUI Education Programs

All DUI offenders in Pennsylvania are required to undergo some form of alcohol and substance abuse education. The Franklin County Alcohol Highway Safety Program offers four programs to accomplish that goal:

Alcohol Highway Safety School

Multiple Offender Program

Group Intervention Program

In-Jail Intensive Treatment Program



Alcohol Highway Safety School (AHSS)

Also known as "DUI School", this is a major educational tool for the DUI offender. The AHSS class Standardized DUI Curriculum is prepared by the PA DUI Association and approved by the PA Departments of Transportation and Health. The class consists of five, 2½ hour, sessions designed to help individuals "understand the the relationship of drug consumption to highway safety."

Following this class, each individual student's case is screened by the Alcohol Highway Safety Program coordinator for further intervention, as deemed necessary. This intervention can take the form of placement in the Group Intervention Program (see below), or a referral to a community substance abuse program for further evaluation and treatment.

  • Cost: $150.00 for five (5) classes (Franklin/Fulton County offender's cost is included in payment agreement determined when placed on probation or when paroled from prison)

  • Make Up Fee: $30.00 for one (1) unexcused absence

  • Reschedule Fee: $150.00 for two or more unexcused absences

Multiple Offender Program (MOP)

Developed in 1997, this program is designed to serve the special needs of the multiple DUI offender. Where the AHSS classes are designed to educate the offender on issues regarding DUI, the MOP classes are designed to directly confront the offender with the problematic nature of their alcohol use. The class consists of five, 2½ hour, sessions.

Following this course, all students are referred to a community substance abuse program for further evaluation and treatment, as required under Pennsylvania law for multiple DUI offenders, which typically results in a period of outpatient counseling.

For scheduling purposes, any offender who has had a DUI or equivalent offense will be placed in the MOP program. Other offenders may be placed in the program at the discretion of the DUI Unit Supervisor.

  • Cost: $250.00 for five (5) classes (Franklin/Fulton County offender's cost is included in payment agreement determined when placed on probation or when paroled from prison)

  • Make Up Fee: $30.00 for one (1) unexcused absence

  • Reschedule Fee: $150.00 for two or more unexcused absences.

Group Intervention Program

This is a 12 hour program designed to further explore issues which are only briefly touched on in Alcohol Highway Safety School. Topics such as building self esteem, co-dependency, Alcoholics Anonymous, alternatives to drinking, and future planning in regard to alcohol and substance abuse are discussed in an open, non-judgmental, manner. The program consists of eight, 1½ hour, sessions.

  • Cost: $150.00 for eight (8) classes for out-of county offenders (Franklin/Fulton county offender's are not assessed a fee for this service)

  • Make Up Fee: n/a*

  • Reschedule Fee: n/a*

*Offender's who miss group are removed from the program and are required to complete the Group Intervention Alternative Assignment.

In-Jail Intensive Treatment Program

A program to provide repeat DUI offenders serving a sentence of 30 days or greater an opportunity to comply with the provisions of the PA Vehicle Code regarding mandatory evaluation and treatment prior to license reinstatement. For those who are unable to participate in the Pre-Release Program, an equivalent treatment experience will be required upon release. This program is facilitated at the Franklin County Prison by Kevin McCarthy Counseling Services.

Kevin McCarthy Counseling Services is fully licensed by the Pennsylvania Department of Health, Bureau of Drug and Alcohol Programs and fully accredited by the Joint Commission on Accreditation of Healthcare Organizations.

The I.J.I.T. Program consists of one individual intake assessment, twelve 1½ hour Group sessions and one individual discharge/aftercare assessment session.

Offenders are required to undergo evaluation in preparation for enrollment in the DUI I.J.I.T. Program prior to sentencing.

*Offender's who miss sessions will be face prison disciplinary measures, and will be required to complete the program on an outpatient basis.
