Purpose and Mission

The specific purposes of the Intermediate Punishment Program of the Franklin County Probation Department are:

  • To protect society and provide efficient, economical delivery of corrections services to those eligible individuals convicted of criminal acts.

  • To promote accountability of offenders to their local community.

  • To fill gaps in the local correctional system and expand the punishment options available to the Courts.

  • To ensure the availability of secure prison space for violent criminals by creating alternative sanctions for non-violent offenders.
    To enhance the ability of offenders to become productive, contributing members of their community

Benefits of Intermediate Punishment Programs

  • Offenders repay their debt to society.

  • Pay their victims in the form of financial restitution.

  • Donate their evenings and/or weekends to perform court-ordered community service work for governmental agencies and non profit community organizations.

  • Pay for their own supervision, room and board, court costs and fines as well as pay all federal, state and local taxes.

  • Are required to work, be seeking work, or go to school and not be a drain on the community.

Offenders are Punished

  • They are under close surveillance (weekly to daily monitoring) and they abide by a curfew.

  • Some are monitored through electronic monitoring devices that they must wear while under supervision.

  • They are held accountable for their actions and there is immediate, swift punishment if they do not comply with the program conditions. Some may be returned to Court for further action and may face incarceration.

  • They undergo random drug and alcohol testing.

Offenders’ Behavior is Changed

  • Drug and alcohol dependent offenders receive appropriate treatment for their dependency.

  • Mentally ill offenders receive the appropriate psychological and mental health counseling.

  • Offenders receive educational/vocational counseling and are encouraged to receive their GED.

  • Offenders are referred for the appropriate job development and training.

  • Offenders are encouraged to strengthen family and community ties through responsible behavior and participation in family and community activities.

  • Offenders are referred for individualized treatment in accordance to their specific needs.

The Franklin County Intermediate Punishment Unit has been recognized by the Pennsylvania Commission on Crime and Delinquency for providing:

"...effective IP solutions that conserve county resources and help offenders return to productivity without jeopardizing community safety."
