Specialized Units

The probation department is comprised of the following units:

  • Adult Supervision Unit - Supv. Joseph MacLaughlin

    Provides supervision services for adult offenders with the exception of driving under the influence offenders.

  • Specialized Services Unit - Supv. Shawn Burkhart

Provides electronic monitoring, house arrest, intensive, and pre-trial release supervision services; provides probation supervision for offenders placed in the Franklin County Day Reporting Center, a specialized Mental Health, Sexual Offender, or Addictions caseloads;  administers the community service program.

  • Pre-Release Unit - Supv. Barbara Burns

Supervision for offenders placed on the work-release program, provides transportation services, work crew monitoring, and completes home plans for inmates being paroled from the county jail.

  • DUI/Investigation Unit - Supv. Thomas McCubbin

Provides supervision for all DUI offenders placed on ARD or sentenced by the Court. Administers and provides logistical support for Alcohol Highway-Safety Program educational programs.

Prepares pre-sentence investigation reports for the court. Completes Court Reporting Network evaluation as required by PA DOT for all DUI offenders.

  • Payment Division - Supv. Judy Shoemaker

Provides fiscal collection and accounting for all fines and court costs ordered. Receives and disburses restitution as determined by the District Attorney's Office.

  • Support Staff - Supv. Judy Shoemaker

Provides invaluable clerical functions for all members of the department, clearly the structure that keeps things going.
